Trump plans to ask for another $8.6B to fund border wall: report

Concerns over possible cuts to middle-class programs like Medicare and Social Security will be on full display on Tuesday when Trump's acting budget director Russell Vought heads to Capitol Hill to face questioning from House Democrats about the plan.

"We will still be looking at $1 trillion deficits", Vought said. "So, I think it's exactly the right prescription". The message is: Trump isn't exactly prepared to take no for an answer here. Fresh off the longest government shutdown in history, his 2020 plan shows he is eager to confront Congress again over the wall. They're still saying that, ' he said.

House Speaker Nancy Pelosi of California and Senate Minority Leader Chuck Schumer of NY said on Sunday they would block efforts by Trump to get $USD8.6 billion to build his wall. "We hope he learned his lesson", they said.

The White House argues Trump has proposed the most spending reductions of any president and that the tax cuts will pay for themselves and spur higher growth for years, which should also help reduce the deficit.

The Trump administration is using a war contingency fund as a means to get around the defence budget limit, which legislators have already derided as a budget gimmick.

Trump's new request for wall funding comes just weeks after he ended a record 35-day partial government shutdown, a dispute that centered on his request for $5.7 billion for wall construction money. Eventually, Trump relented and reopened the government. The emergency declaration unsettled many lawmakers, including some of his key allies in the Senate.

A resolution opposing the emergency declaration quickly passed in the House, and the Republican-controlled Senate is poised to vote on that resolution this week.

"The Trump Administration's budget fails the Great Lakes and the communities which depend on them for their drinking water, public health, jobs, and quality of life", said a statement from Lord. Congress and the White House must agree on a new budget deal by the end of September. Failing to do that could risk an economy-shaking USA government debt default.

The budget also includes steep cuts for some major departments, including a $2.8 billion decrease - or 31 percent - in funding for the EPA and an approximately $13 billion cut, or 23 percent, for the State Department and other worldwide programs.

For part of fiscal year 2019, Trump asked Congress for $5.7 billion for wall construction. The White House claims that about 122 miles of border barriers have already been finished or are now under construction.

In a joint statement, Pelosi and Schumer charged that Trump "hurt millions of Americans and caused widespread chaos when he recklessly shut down the government to try to get his expensive and ineffective wall".

Whilst electioneering Trump repeatedly promised that Mexico would pay for the wall. Mexico is still not paying for it.

Trump's spending plan highlights a number of his priorities, including strengthening border security to address the situation at the US-Mexico border, and tackling the opioid crisis, the Washington Examiner reported.

But it looks like the budgeteers can breathe easy: Trump's momentary flirtation with tightening the military belt has given way again to his habitual "bigger is better" approach.

"He's going to stay with his wall, and he's going to stay with the border security theme", Kudlow said on Fox News Sunday.

The Pentagon, which had previously been anticipating $733 billion in funding, was thrown into uproar a year ago when Trump suggested in a Cabinet meeting that he planned to clip his military budget ask down to $700 billion in the interest of tightening federal spending.

Democrats described the White House's budget as a "gut-punch" to the country's middle class, arguing reduced spending on numerous health and safety programs would be "devastating" to Americans. The administration predicts that the United States will return to budget balance in 2034.

By comparison, proposed funding for the State Department and the US Agency for International Development (USAID) amounts to $42.8 billion, a decrease from the $55.8 billion granted by Congress the previous year.

Leading Democrats rejected the proposal before it was formally released. The Democratic-led House already did so, and Trump's Republican allies in the Senate, uneasy over his move, are expected to follow suit. The programs are popular with older voters.
