As part of the president's PR offensive, the White House says, he plans to go to the southern border on Thursday to visit with those on the "frontlines" as he continues to make the argument that a wall is essential to "national security", during which he's made numerous false claims and exaggerations.

A White House official said the meeting included a briefing on border security by Homeland Security Secretary Kirstjen Nielsen.

The funding stalemate has shut down a fourth of the federal government, impacting 800,000 employees, either furloughed or working without pay.

"Anywhere that you look where we have built walls, they have worked", Brandon Judd, a border agent for 21 years and president of the council, told reporters. He said experts have said neither a wall nor fencing is what's really needed at the border but rather technology, drones and more personnel.

Trump has vowed not to back off his 2016 campaign promise to build a wall that he believes will stem illegal immigration and drug trafficking.

"We're looking at a national emergency because we have a national emergency", Trump said, adding that he would decide "depending on what happens over the next few days". Some of them have told me that we should have done it'.

Mark Morgan, who served as chief of the Border Patrol during the Obama administration, explained Monday on Fox News the practicality of a border wall.

"But all the signs here indicate that is not what Donald Trump has in mind, and the networks have a decision to make", she said. "Unfortunately, President Trump keeps rejecting the bipartisan House-passed bills, which have already received strong bipartisan support in the Senate, to re-open the government".

Asked at what point workers' pain outweighs the president's desire for a border barrier, Pence said the administration understands the burden faced by government workers but hopes "we don't find out".
