But on Thursday, Trump tweeted that the meeting had been cancelled in response to news that Russian Federation had fired at several Ukrainian ships on Sunday and were still holding three Ukrainian sailors.

The two leaders met in Helsinki in July for a summit that many viewed as a low point for Trump's presidency. In the spring he canceled a planned summit with North Korea's Kim Jong Un, only to revive the meeting a week later.

United Nations chief Antonio Guterres called for "maximum restraint", urging both sides "to take steps without delay to contain this incident and reduce tensions". "I think its a very good time to have the meeting", Trump said.

Sen. Robert Menendez of New Jersey, the top Democrat on the Senate Foreign Relations Committee, said canceling the meeting was the wrong move. "So there's a foundation for some kind of agreement". The U.S. comment, however, leaves open the possibility there could, indeed, be an unscheduled encounter.

U.S. President Donald Trump flew to Argentina on Thursday to attend the G-20 summit-a forum born of American weakness-at what is perhaps the weakest moment of his presidency.

Putin's foreign affairs adviser, Yuri Ushakov, noted that the meeting, which is set for Saturday, has been prepared through official channels and Moscow expects Washington to notify it of any changes in the same way. Peskov also said the Trump Tower Moscow project was never discussed with Putin.

He said he hoped Berlin could intervene with Ukrainian authorities "to dissuade them from further reckless acts".

The two countries agreed in 2003 to share the sea, which is one of the shallowest in the world, but Moscow has said that its annexation of the Crimean Peninsula, which has gone unrecognized by much of the world, invalidates the agreement.

There are no plans, the White House says, for Mr Trump to meet with Saudi Crown Prince Mohammed bin Salman, the de facto leader of the oil-rich Gulf kingdom. The U.S. resident and prominent critic of the Saudi royal family was brutally killed last month upon entering the country's consulate in Istanbul, Turkey, a plot that sparked a diplomatic row that cast the future of the U.S. -Saudi relationship into doubt. Lawmakers in both parties have called on Trump to, at minimum, avoid the young heir apparent as punishment.

The use of a nerve agent against former Russian double agent Sergei Skripal and his daughter in England early this year also poisoned the warming of ties which Trump and Putin wanted.

Ahead of the scheduled meeting, Trump's aides had previewed a broad agenda, though were vague on details. "I was thinking about it, but they'd like to have it", Trump said.
