NASA's contracts with SpaceX and Boeing, both issued in 2013, require the contractors to "maintain a program for achieving a drug-and alcohol-free workforce".

'We'll leverage commercial capabilities for these small payload deliveries, and CLPS missions will play an important role in our expanding and sustainable lunar exploration strategy'.

'When I was a little kid, there were humans on the surface of the moon, ' said Thomas Zurbuchen, associate administrator for NASA's Science Mission Directorate, who is leading the project.

Masten's XL-1 lander has two payload bays with the capacity of delivering an estimated 220 lbs (100 kilograms) of mass to the lunar surface.

"I will tell you that was not helpful", Bridenstine told assembled reporters at a press gathering at NASA HQ. Rather, they likened the effort to high-risk, high-reward bets by venture capital investors.

Bridenstine said that a frequent question was whether the culture at NASA and its contractors contributed to those accidents.

The Commercial Lunar Payload Services contracts to be awarded by NASA have a combined maximum value of $2.6 billion during the next 10 years.

NASA has revealed plans to take America back to the moon - but will rely on private firms to run the missions.

NASA plans to have astronauts orbiting the moon again by 2023, with a landing a few years later.

Still, Earth's only natural satellite is being explored by other nations; China's Chang'e 4 and 5 missions, which would deliver a rover to the Moon, and return rock samples from the surface, is slated to launch next year. The absence of such customers during the now-defunct Google Lunar X Prize competition made it hard for many companies to fund their landers and thus attempt to win the prize.

Nasa did say its solar arrays have deployed, which is good news since the lander runs on solar energy.

But he was cheered by the possibility that partnerships with the aerospace industry might make the Moon more accessible. NASA expects to be one of many customers that will use these commercial landing services. It is still unknown which company will develop the missiles to fly to the moon.

Clapping even for a Mars spacecraft, InSight, that landed on the planet three days earlier.

"The goal of the lunar programs is to ensure national interests at the new space turn".
