Supt Clayton confirmed that when officers arrived, they were quickly cornered by the armed man as the situation escalated. Police shot the alleged attacker in the chest, injuring him, and were holding him at a hospital under tight security.

"From what we know of that individual, we are treating this as a terrorism incident".

Friday's attack is a double blow for the city as it coincides with an ongoing the murder trial of 28-year-old James Gargasoulas, who drove his vehicle into crowds in the same area in 2017, killing six people. The condition and injuries of the third person were not disclosed.

"There is some minor offending history in relation to cannabis use, theft and driving offences", he said.

Superintendent Clayton said there is no known link to terrorism at this stage. Photo from the scene showed crowds of people behind police barriers.

Videos and photos shared on Twitter showed a burning auto and police officers in an altercation with the man clad in black.

Authorities say they do not perceive any ongoing threat.

As flames engulfed the vehicle, the man attacked them and they shot him in the struggle, he said.

The Metropolitan Fire Brigade said the fire was contained within 10 minutes.

Macquarie Radio has been told a auto "burst into flames" near the entrance of the Bourke Street Mall.

One listener said he could see a white sheet over a body.

"It's the center of Melbourne, where a lot of the transportation changes over ... it's probably the busiest part of Melbourne and late on a Friday", said Meegan May who witnessed part incident from a nearby tram. It sounded like a gunshot.

Witnesses called the stabbings "random", the ABC reports.

"Turned out there was an old man in front of me, literally by my feet".

Sam, from the cafe, said: "There was just a lot of bangs".

"I was already stepping on his blood".

At least two members of the public bravely tried to help police. "They didn't know what to do because obviously in that situation it is pretty insane".

After the attacker makes several attempts to strike one of the officers, the second officer appears to draw a gun before a single shot rings out. Police are asking for members of the public to avoid the area.

Police are calling for any witnesses to contact the Melbourne West Police Station.

The police officers who first responded to the scene received minor injuries.
