The U.S. Congress said in 2015-before Donald Trump became President-that the Secretary of State was required to certify that the PLO wasn't trying to use the ICC against Israel. "You would not, I would not and this administration will not", Bolton said, assuring US soldier who may have committed offensives should be prosecuted by a "more vigorous" American court.

Fatou Bensouda, who was elected as ICC chief prosecutor in 2012, said in April that her office was "closely" monitoring the Great March of Return protests in the Gaza Strip along the border fence with Israel.

The US is among several countries that does not recognise the court's authority.

A 2016 report from the ICC said there was a reasonable basis to believe the USA military had committed torture at secret detention sites in Afghanistan operated by the Central Intelligence Agency, and that the Afghan government and the Taliban had committed war crimes.

However, Bolton didn't come out swinging exclusively on the behalf of the U.S. - he also attacked the ICC's threat to Washington's "friend and ally" Israel, as the Middle Eastern country faces an investigation into alleged war crimes against Palestinians.

'We will not cooperate with the ICC, we will provide no assistance to the ICC and we certainly will not join the ICC, ' he said.

'The court's jurisdiction is subject to the primary jurisdiction of states themselves to investigate and prosecute allegations of those crimes and bring justice to the affected communities.

But in a statement, Nauert accused Palestinian leadership of condemning and not cooperating with the Trump administration's forthcoming peace plan, orchestrated by President Trump's senior adviser and son-in-law Jared Kushner.

Bolton said the court should not have jurisdiction over Americans or people from other nations that never ratified the treaty that created the court in 2002.

One casualty has already been announced, the PLO Mission in Washington DC, the diplomatic representative office for the Palestinians, was ordered closed yesterday by the Trump administration.

"The International Criminal Court unacceptably threatens American sovereignty and U.S. national security interests", Bolton said.

It was a predictable step for an "America First" administration that does not acknowledge global institutions, treaties, or norms as reflecting US values or interests.
