North Korea said in a statement on Thursday that "some high-level officials within the USA administration" were making "desperate attempts at intensifying the global sanctions and pressure".

The foreign ministry in Pyongyang accused the USA of following an "outdated acting script" and demanded more concessions before offering any in return.

But the North Korea statement separates Mr. Trump from "high-level officials", thus allowing the the country to rail against the US, while leaving the door open for the president to continue his dialogue with leader Kim Jong Un.

It will mark the fourth such football match between North and South Korean workers, with the last game taking place in Pyongyang in 2015.

The statement said North Korea was "astonished" to hear Guterres' remarks "at a time when the world supports and welcomes the historic DPRK-US summit and the joint statement in Singapore". Last month, Washington warned against loosening sanctions on Pyongyang after Russian Federation and China suggested discussing such a move.

North Korea has condemned the United States for placing fresh sanctions on it and called on the country to respond to its efforts to improve bilateral ties.

The reclusive state took steps such as dismantling its nuclear test site even before the unprecedented North Korea-U.S. summit on June 12, but the two sides have still failed to decide any timeline for Pyongyang to give up its existing nukes.

"Rather than obsessing about the score, we will try to serve as a peace delegation with a mission to advance South-North sports exchange", Lee Sung-keun of FC Gangwon said.

"The idea that we're going to relax the sanctions just on North Korea's say-so, I think, is something that just isn't under consideration", he said.

North Korean officials have toured China to discuss economic development and speculators are snapping up property along their common border. South Korea's unification minister will lead the delegation from Seoul but North Korea, which proposed the Monday meeting first, did not confirm the makeup of its delegation. They said that when a session with Pompeo reached an impasse last month, North Korean officials asked if he would like to step outside to call the president, who declared after the June summit that North Korea was "no longer a nuclear threat".

In the meantime, both Koreas are seeking an end of the Korean War. The coal, which was carried from North Korea's port of Songrim, was transshipped at Russia's Nakhodka port the same month.

All civilian communication between the two countries, which remain technically at war after the 1950-53 Korean War ended with an armistice instead of a peace treaty, is banned unless approved by the governments. It also wasn't clear when another leaders' summit might happen.
