Given Android's open source nature, it's not like Google can actually stop a manufacturer from making a smartphone that has three notches on the display for some odd reason.

Google said the move is to ensure consistency and app compatibility with devices that do have cutouts. As such, Google has given official guidance on the matter, saying that devices should have no more than two notches.

Here is how Google officially words its constraints. First of all, the notches (or cutouts as Google calls them) can not negatively affect any apps.

As for where Google says these notches can be located, so long as there aren't multiple cutouts on a single edge (top or bottom sides) or cutouts on the left or right long edge of phones, it's all fair game for manufacturers.

Moreover, for developer testing and users who want to try the notch before buying a smartphone, Google has already added a notch simulator that you can access in the Developer Options. There's nothing the company could do to prevent handset manufacturers from making phones with any number of notches they want - but it could make life hard for anyone who made a decision to ignore the guidelines. Aside from the rumors that the Pixel 3 XL will have a giant cutout for dual cameras at the top of the screen, the upcoming Android P update will usher in full notch support as well, so developers can ensure their apps won't be truncated or otherwise diminished by varying degrees of blank space. And in fullscreen or landscape orientation, the entire notch area has to be letterboxed.

Still, it's good to know that Google will not allow this notch situation to get out of hand, even though many users still can't stand just a single notch on their smartphones.

This essentially means manufacturers can either go with two notches on the top or bottom or a notch each on the top and bottom as possible combinations. While we have seen the number of notched Android phones growing increasingly this year, consumers are still divided on the notch. So far, the most popular solution is a screen cutout.
